摘要/Abstract

摘要： 自2000年“西部大开发”战略实施以来,西部民族地区公共图书馆在基础设施、文献资源建设、古籍保护、数字化建设、馆员能力等方面有了显著提升。随着《中华人民共和国公共文化服务保障法》和《中华人民共和国公共图书馆法》的实施,以及2020年《中共中央、国务院关于新时代推进西部大开发形成新格局的指导意见》的出台,西部民族地区公共图书馆又迎来新的发展机遇。通过分析西部民族地区公共图书馆建设存在的问题,对新一轮西部大开发实施过程中西部民族地区公共图书馆应如何完善立法提出建议,以期为西部民族地区公共文化事业建设提供参考。

Abstract: Since the implementation of the "Western Development" strategy in 2000, public libraries in western minority regions have significantly improved in infrastructure, document resources construction, ancient books protection, digital construction, librarian capacity and other aspects.By the implementation of Public Cultural Service Guarantee Law of the People's Republic of China and Public Library Law of the People's Republic of China, as well as a guideline on advancing western development in new era issued by Communist Party of China Central Committee and the State Council in 2020, the public libraries in western minority regions have new development opportunities.This paper analyzes the existing problems in the construction of public libraries in western minority regions, and puts forward some suggestions on how to improve the legislation of public libraries in western minority regions during the implementation of the new round of western development, in order to provide reference for the construction of public cultural undertakings in western minority regions.
