Abstract: Public libraries below the county level are primarily composed of public libraries at the township/town and street and village/community levels,functioning as outposts of county-level libraries.They serve as the "nerve endings" of the public library service system,with their level of development impacting the service efficiency of the public library service system.Through field research of two towns and streets libraries and two village libraries which are representative in Zhongshan City,combined with literature research and network research,this reveals significant progress in the development of public libraries beneath the county-level.However,village libraries remain a weak link in the public library service network,and the involvement of social forces in public cultural services presents new challenges for managers.In this regard,the government should streamline top-level design and advance the establishment of branch libraries/service points in a categorized manner;public libraries need to expedite the development of smart libraries and enrich the supply of public culture;establish a multi-input channel based on public financial investment at all levels of government,supplemented by social investment,and improve the funding guarantee system.
