As the "14th Five-Year Plan" approaches its final year, China has already initiated the fundamental framework for the "15th Five-Year Plan".The "15th Five-Year" period represents a critical stage in achieving the nation′s goal of becoming a cultural powerhouse by 2035.Public libraries should seize this opportunity to layout plan for their development during the "15th Five-Year" period in advance.This paper first explores the necessity of continuous planning for public libraries, emphasizing scientific planning can address uncertainties and new challenges in the development process.It then analyzes exemplary cases of the "14th Five-Year Plan" compiled by public libraries in the eastern, central, and western regions of China,summarizing three key planning experiences and innovative practices: library-school collaboration, open interaction, and cultural branding.Finally, starting from the docking of national strategies to strengthen cultural heritage protection, the application of innovative technologies to enhance smart construction, the strengthening of space construction to optimize resource allocation,the follow-up of national reading to build a service system, and the attention to readers′ needs to innovate service management, it provides reference and guidance for the formulation of the "15th Five-Year Plan" for public libraries.
